Norton Aerodrome, Sheffield
Norton Aerodrome is the site of a former RAF WWII balloon barrage station. English Partnerships is working collaboratively with local residents, key stakeholders and the Council to determine the future of the 19 ha site. We are inviting comments on each of the current suggested plans.
English Partnerships acquired Norton Aerodrome under the Hospital Sites Programme in 2005.
Greenbelt development
Council planning policy places the Norton Aerodrome site within the Greenbelt. Therefore any proposals for development must demonstrate very special circumstances if the site is to be regenerated.
This unique set of circumstances has generated the need for a tailored approach to the development of a scheme for the site. As part of this approach, English Partnerships held a collaborative design workshop in March 2008 and are inviting further comments from local residents and stakeholders.
Collaborative design workshop
Invitations to the two day collaborative design workshop went out to local residents, key stakeholders, council officers and Councillors. The event was attended by some 70 participants who were divided into four workshop groups, each tasked with preparing a masterplan for the site.
Each of the four groups was advised that the removal of contamination from Norton Aerodrome needed to be funded by some form of enabling development on the site.
All of the workshop groups concluded that they would like as much of the site as possible to be reclaimed for open space. Accordingly, the groups decided that housing would be the most appropriate enabling use that would minimise the area required for development and maximise the area of the site to be transformed to open space.
The groups decided any development must:
- be exemplar and sustainable
- address access issues
- be restricted to two/three storeys
- contain a community/changing facility for the adjoining playing pitches.
Ongoing Consultation
Each of the schemes prepared by the workshop groups were presented at an open evening held at Valley Park Community School, and attendees were encouraged to nominate the elements of each scheme that they liked the best. This was followed by a presentation to the South Area Panel.

English Partnerships wish to continue with the collaborative approach to determining the future of the Norton Aerodrome site. We are therefore inviting further comments on each of the schemes until the end of May 2008. We would welcome nominations from local residents and stakeholders as to which elements of the schemes are most popular and which elements are least popular.

Next steps
At the conclusion of the current round of consultation we will process comments from local residents and stakeholders and reflect the most popular elements in a scheme that will form the basis of pre-application discussions with the Council.
