Harlow Town Centre Regeneration

English Partnerships is working with partners Harlow Council, East of England Development Agency and Essex County Council to deliver a mixed-use, retail-led regeneration scheme that is constructed to the highest standards of sustainability and that establishes a step-change in the quality and quantity of retail, leisure and housing provision in Harlow town centre.

To support the work, a Town Centre Strategy has been produced that brings together the aspirations and ambitions for the town and that sets a vision for Harlow as a ‘destination of choice’. The Strategy sets design, quality and environmental standards for public realm, new development and existing buildings within the town centre; and promotes improved linkages between the different areas such as the train station, hospital, college, and town park.

Town Centre North is now firmly positioned as the next stage of redevelopment for the Harlow and seeks to deliver new facilities and services that will sustain a community, including:

  • New retail provision, of a quality and quantum appropriate to a sub-regional centre
  • New leisure, community and entertainment facilities that will support the creation of an evening economy
  • A range of new housing within the town centre boundary
  • High quality public realm and open spaces, with streets that are legible and development that is permeable
