Five Links, Basildon
Background
Basildon has been identified by government as an important area for business development and housing growth as part of a wider strategy to generate long-term prosperity within South Essex and the Thames Gateway. While the Five Links Estate has been the subject of an on-going regeneration programme, the publication of the Sustainable Communities Plan has added renewed impetus to plans to revive the estate, which since its creation in the 1970s has fallen into decline.
In 1994 English Partnerships predecessor, the Commission for the New Towns, agreed with the then Department of the Environment to regenerate the area. The first phase of redevelopment provided 126 new affordable homes, including shared-ownership properties, which were completed in 1999.
Current Status
English Partnerships continues to support the regeneration of the estate and is currently working with Basildon District Council, Basildon Community Housing Association, house-builder Lovell, and EEDA (East of England Development Agency) to bring forward a £23m second phase of development. This phase will see the creation of 172 rented homes and 72 private homes. Other key improvements will include new roads into the estate, enhanced parking areas with high quality lighting, traffic calming measures and all properties being built to "Secure by Design" standards.
