Dover, Connaught Barracks
Background
In October 2007 English Partnerships purchased the former Connaught Barracks in Dover with the goal of delivering 500 new homes on the site.
Located to the north of Dover town centre and adjacent to Dover Castle, Connaught Barracks covers an area of 56 ha, of which 12.5 ha is suitable for the development of new homes. The remaining land includes large areas of open space and an English Heritage Scheduled Ancient Monument consisting of Fort Burgoyne and the Eastern and Western Caponiers.
The barracks site was declared surplus to requirements by the Ministry of Defence and put on the Register of Surplus Sector Land in November 2006.
Current Status
English Partnerships and Dover District Council have just signed a Memorandum of Understanding (MoU) which sets out a broad framework to promote and deliver shared regeneration objectives on the Connaught Barracks site in Dover.
Both parties will be working on the preparation of a site-specific development brief which will seek high environmental and sustainability standards to create an exemplar development. This will compliment and enhance the setting and historic character of the site and have a positive impact on the local housing market.
It is intended that the development brief, which will be informed by an extensive public consultation programme, will be presented to Dover District Council Cabinet in autumn 2009. The site will be sold to a third party developer in the early months of 2010.
