ATLAS: Advisory Team for Large Applications

The Advisory Team for Large Applications (ATLAS) provides an independent advisory service to local planning authorities. An experienced and dedicated team, ATLAS works with local authorities and the private sector in helping to deliver quality, large-scale development. In particular, the team offers advice to local authorities that are experiencing the pressures of increased development activity in their area.

Planning Performance Agreements
ATLAS was commissioned by the Office of the Deputy Prime Minister in 2005 to study the potential use of Planning Delivery Agreements to speed up and improve the quality of planning applications and development. This was then piloted across the country by the Planning Advisory Service with significant support from ATLAS.

The concept of Planning Delivery Agreements is now being taken forward by the Government, with a name change to Planning Performance Agreements or PPAs, and they have been formally introduced into the planning system from 6 April 2008. They can be used for any major planning application, but are primarily aimed at complex development proposals requiring significant pre-application activity.
ATLAS has had a central role in the development of the PPA concept from the initial pilot onwards and in conjunction with CLG has produced a Guidance Note entitled Implementing Planning Performance Agreements, which provides further details of how these agreements can be established and how they will work for the benefit not only of local planning authorities and the applicant, but for other interested parties.
